They are looking to acquire fleets of instruments for their students, program participants and performers. But those large scale purchases have to be funded, and these institutions already spend a lot of time and energy on their development efforts to keep up with their day-to-day operations and other capital investments. Additionally, they were losing many of their traditional donors through natural attrition.
